I like to try to see both sides of every story. Presumably the tournament staff were urgently paging David because they didn't know where he was. It sounds like they did everything they could to contact him so he wouldn't be assessed a penalty. As far as David goes, they went above and beyond, IMO.

The big group the next day at least phoned ahead to say they would be late. This allowed the staff to notify the opponents involved so people weren't left in the dark. Maybe the late group should have been assessed penalty points, but as it turned out nobody (neither David nor large group) got a penalty.

It doesn't sound to me like anyone was terribly hurt by all of this, but there are a few things that might be learned:

1. Players should notify the tournament staff if they're going to be late.

2. Players shouldn't plan long excursions to dinner in cities they're not familiar with.

3. Tournaments should have a clear policy on lateness and enforce it.
