Chouette order rule - has anyone played this way? How common/uncommon is it?

Specifically rule #21.

I've never played that way. And I've played in a lot of chous with a lot of people from different parts of the country. Clearly, someone plays this way.... But is it common/uncommon?

Most frequently only the box and/or captain in my chous get moved to the bottom and everyone else retains their order no matter what.
