Defending vs. a 1/3 backgame

I've also been puzzled by the notion that the person playing against the backgame is considered the "defender." My guess is that it comes from the aphorism that there are only three game plans: attacking, racing, and priming. The person playing the backgame clearly isn't racing, and at first glance isn't priming either, so "attacking" falls out by default. It is true that the backgamer is trying to hit a shot. So if the backgamer is the attacker, then the opponent has to be the defender, right?
My personal feeling is that the backgamer is defending, and hoping to counterattack. The opponent is racing or priming, not attacking, but I don't like saying that he's "defending," until the backgamer hits, or at least gets, a shot. Just my personal preference, though.
