Does 1-1-1-1-1-1-1 maximize the number of expected games (and thus revenue)?

I think 3 - 4 does that. I'll give a go at a proof later this week. I will assume that P(higher seed wins at a home) = A > .5 and is constatnt and independent and that P(higher seed wins on road) = B < A and is constant and independent.
