Chuck, I have only personally been involved in running 4 tournaments, and they were for and with Chiva and with Pat Gibson. I can tell you that in all 4 of those events penalty points were issued exactly when they were supposed to be, according to the rules, no exceptions. (And there was, as I recall, at least one instance in each of those events.)

I cannot speak for other tournament directors, but I don't personally remember a time when someone was a half hour late for a match and did not receive a penalty point...you can be sure if I had witnessed this, I would have said something, just as I have here, and just as I have any time I see a tournament director intentionally ignore an important rule (unless there were unusual circumstances, in which case he does have, and should have, the right to make exceptions--for example, if the electricity went out in the hotel and a player's alarm didn't go off; if there was some confusion about the posting of the match starting time; if the player was a doctor and just saved the life of a young child that was chocking, and the young child was well-behaved and had democratic parents.)
