What means "explain"?

I think the most feasible implementation of this would simply be to have a bot link to an online wiki or database, and lookup a given position there. Where a human had created an explanation, and posted it in the database, the bot could display it. Otherwise, the bot should remain mute. The technology is here today.

Any thought that a bot will be able to use AI in the near future to create its own explanations for anything other than rudimentary positions is, IMO, pie in the sky. Consider, for instance, this masterful analysis by Nack Ballard. Don’t hold your breath waiting for AI to write something like that.

BTW: Were there a universally available online source that a bot could link to, it might serve as a lookup for rollouts as well. See this post about the “Let’s Check” command that already exists in the chess program Fritz.
