1. What is blue's best play?

The best play is 7/2 8/4 as it scores the most backgammons.

2. What is the equity difference between the top two plays?

Something tiny, I would imagine, however playing the backgammon-scoring move, while pointless in this game, exercises the backgammon-go muscles just a tiny bit and that just might result in a wee boost to making an optimal choice in one or more future games. ;-)
