2.3 PENALTY POINTS. Unless excused by the Director, a late player shall be penalized by points awarded to the opponent. The first penalty point shall be awarded 15 minutes after the appointed starting time and accrue thereafter at the rate of 1 point for each 5 minute delay. When the penalty points awarded exceed half the number needed to win the match, the absent player loses by forfeit. To avoid penalties, a player shall obtain the Director's consent when leaving the Tournament site for more than 10 minutes.

Phil: I think if I were the TD ... I would have given you both a 1 point penalty IN YOUR NEXT MATCH.

Phil, you say TD's should follow the rules, but then you don't follow the rule yourself!

Phil: If we choose not to follow the rules ..., then what other rules should be discarded arbitrarily?

Rule 2.3 says that penalty points are awarded to the opponent in the current match, not the following match. Here is how I interpret the rule when both players from the same match are late:

After 15 minutes, both players are charged penalty points at the usual rate of one point every five minutes. (Yes, points are added to both sides of the score sheet.) If one player arrives before the other, the still-missing player continues to be charged penalty points until he arrives. If neither player arrives by the deadline, then they are both disqualified.

(I have a lot of admiration for directors that make the job look easy, because it sure isn't.)
