Yes, it is certainly odd. Here is some more S weirdness for you.
32S-64H-43, S (Split) = bar/21, 13/10 Position ID: 4HPwBSDgc/AAUQ Match ID: cIkRAAAAAAAA
42P-43S-65R-64, S (Split) = 20/10 Position ID: mGfwAyDgc+IBIQ Match ID: cAkTAAAAAAAA

S and Z are areal (i.e., area-based) families. Membership is determined by the areas of the board where checkers are moved. In the case of S and Z, this occasionally yields the odd result that a “splitting” play does not split the rear checkers. 32S-64H-43 and 42P-43S-65R-64 (both diagrammed above) are typical examples.
