You mean Blue wins more gammons than White does? But what I was saying was that Blue would be more hesitant to cube in this position for money because of White's gammons/recube vig.

do you re-double against a weaker opponent ATS and ATC (at this cube value)?

As I've repeatedly emphasized, opponent-based decisions should be based on everything you know about the opponent, not just whether they're stronger or weaker. If I think they might pass then for sure I double. If I think they'll throw away a lot of equity in the subsequent checker play then I also double. If I think they will take even after I hit then I'll hold the cube. Etc.
