If I were the tournament director, and someone tried to resign a single game here, and the other player rejected the resignation, it can be said that there was no damage, as the other player was sharp enough to catch it. However, even though I would give the resigning player the benefit of the doubt, I would issue a friendly warning that if he ever makes the "mistake" of underresigning again in one of my tournaments, the next time he will not get the benefit of the doubt and he will be disqualified from the event and barred from future events for 1 year.
Now, if the other player had made the mistake of accepting, again, I would give the resigning player the benefit of the doubt, however, I would require the score to be adjusted to award a gammon to the other player, and I would issue the same friendly warning.
Anyone can make a mistake. Once. But even if it is an innocent error, he should not profit from it simply because the software doesn't prevent this kind of mistake.
Now, part of the problem is that the tournament organizers, like most who organize tournaments, have not gone to the trouble of posting clear, written rules that apply to this, and all other forms of potential abuse, poor sportsmanship, or even potentially accidental occurances that might affect fair play. That is the fault of the tournament organizers, however, even if there are no written rules, the director should step in to see that the event progresses fairly. It is easy to understand why there can be great disagreement and hard feelings when the players are completely at the mercy of the director to use his judgement when there are no posted established rules or guidelines. Therefore, I would strongly recommend that those should be created and made available in advance. If nothing else there should be a statement to the affect that good sportsmanship and fair play shall prevail and by entering this event you agree to abide by any rules or decisions of the tournament director. Then I would suggest some statements to the affect that there should be no insulting remarks or rudeness; not serious delays; no slow play (in the opinion of the TD or even have some guidelines stated); no under-resigning; no comments by spectators; etc. etc. and that the TD may impose whatever penalties he deems appropriate.
You have a problem here because you failed to establish rules and guidelines in advance.
