Phil, I don't read the below statement as a player cannot accept a resignation for less than he could possibly win, but that a player has to accept the resignation if he couldn't possibly win more than the resignation being offered.
Sorry, Mike. I disagree. The following sentence, in my opinion, means that a player cannot accept a resignation for 1 point if it is possible to win 2:
"The Director will require the opponent to accept the offer when no outcome more favorable for him can occur;"
I think this was probably a cheap tactic...especially online where someone might not read the resignation properly before accepting. But in reality if there is still contact between the checkers, why shouldn't you be allowed to offer a resignation for a single point? Sure the player being offered the resignation could potentially win a gammon....but, the player offering the resignation still has a shot to win the game, and even a gammon too. Also, if you don't like the offer...reject it. In my opinion I feel that under-resigning should be allowed, or just ban resignations until there is no longer contact, and no under-resigning.
