Regarding felt you have a few tradeoffs to make, and some things to look out for:
1) The thickness of the felt (or the material below it). Sometimes the felt get too bouncy, which is a very bad combination with board edges/walls being too low. The dice will very often jump the walls when given a proper vigorous shake and roll.
2) Boards that have high walls to compensate for this, sometimes feel awkward to play on...
3) Checker geometry and speed of the felt must be aligned. Some felts are very speedy, and if this is combined with "fast" checkers (checkers that have a small footprint on the surface and are rounded at the contact points), it can be too volatile. In particular low quality checkers that are unintentionally convex can give that effect, but intentionally concave checkers can too. Sometimes this effect is further amplified, if the surface is curvy or wobbly instead of true flat, so that checkers are riding the bumps.
Of course, the problem is often the other way around - a slow and sticky playing surface becomes even more annoying when played with "slow" checkers that really grabs the surface.
