What about when contact is not yet broken?

I don't know much about tourney rules. Is it already the "law" that you cannot resign, period- if there is still contact?
In the position that started this thread, the player that tried to resign still had definate chances to win the game. In fact, he did. He was offering to give up that chance to win two points in exchange for losing normal (2 pts), instead of 4 pts. In this position it did seem kind of sleazy. But not as sleazy as when one has no chance of winning, and the opponent has a chance to get a gammon.
Recently on Fibs, I was in a match and had a similar situation. My opponent had 2 or 3 men on the bar, and 4 or 5 on my two point. I had a five point board, and was bringing my last few men home. Opponent resigns gammon, I reject without giving it much thought-I wanna try for a backgammon. I don't know what his motivation for resigning gammon was, but it didn't seem sleazy to me.i
In fact, two rolls later, after being forced to leave a shot (which, of course, he hit) I was wishing I'd have accepted his resignation. I was still strong and went on to get my gammon. But, in similar scenarios after getting hit, I may have doubled him out of game and only won normal...in other scenarios, he could have won the game. He was offering to give up those two scenarios, in exchange for saving being backgammoned...
I think these sort of under-resigns should be legal...and perhaps there are situations where they shouldn't be rejected? New puzzle?
