When you attempt to resign while the outcome is still in doubt, you are effectively offering to "settle" the game, as one might do in a chouette. Different federations may have different rules, but this would not be permissible under the U.S. Tournament Rules and Procedures ("Each game must be rolled to completion, unless ended by passing a double or redouble, or conceding a no-contact position as a single game, gammon or backgammon loss. Neither matches nor games may be canceled, replayed or settled.").
While it may add an interesting element of strategy to have to think about "is it worth giving up my chance at a backgammon in order to eliminate my risk of losing the game?" that simply isn't part of tournament play, at least under rules like the one I just quoted.
The other thing about online under-resignations is that they leave room for interpretation as to whether the player is "offering a settlement" or perhaps just "taking a shot." A minority of players believe it is an acceptable part of online backgammon to attempt to resign a single game in a position where a gammon loss is possible or even likely. I believe, and I think most tournament players believe, that this is extremely poor form.
