What attracts you to tournaments?

Regarding sandbagging, what if the tournaments were based on USBGF ratings or winning percentages? For example, a U1600 or U1500 section. Obviously ratings tend to fluctuate quite a bit, and an Intermediate might be forced to play Open if they did will in the short-term but then allowed to play Intermediate again if their results in the Open included too many losses.
