The ELO calculation is correct, I think what Leo is referring to is that the ELO in the USBGF is equivalent across all the different groups.

A significantly better novice (compared to other novice players) could attain a high ELO (and yet not be very skilled). A 1900 rated novice (who just plays novices) is not the same as a 1900 rated player who only plays Open level players (who may range from intermediate to God).

In the USBGS what happens to a persons rating when they switch from one division to another?
