Excellent point. And if and when you have reason to believe your opponent is not honorable or fair, you should alert the TD and hopefully he will take appropriate action. That action may be nothing if it is a first complaint about a person, but if there have been other complaints about this individual, hopefully the TD will take stronger action. The rules DO NOT dictate what the TD should do, but the intent is clear.....poor sportsmanship and out-and-out cheating should not be tolerated.

At the least a monitor could be appointed. The player could be warned that he is under suspicion of inappropriate behavior and could be disqualified, and of course, if it is clear that a player consistently tries to take advantage of the rules, he should be forfeited.

As for how future tournament directors will treat that player, that is currently, in the US, pretty much up to each director. In a "perfect world" a democratic organization made up of the players (such as a Federation) would have the authority to impose strict limits on all players and even ban a player from competition if he is an exposed cheater or consistent poor sport and bad actor.

So, let's assume everyone is honest and have rules with that approach until and unless you have reason to suspect otherwise, then take great care...just as Bill Riles describes.
