Cocked Dice: a Compromise?

The advantage of the current rule is that it is pretty easy to tell if a die is cocked. If the entire bottom face of the die is adjacent to the playing surface of the board, then the die is not cocked.
(The only real potential for problem is if you have a warped board. Suppose a die lands slightly askew against the side of the board. Is the askewedness because of a warp in the playing surface or because the die is being held up by the side of the board?)
Allowing dice to land flat on checkers introduces more potential for ambiguity. The question is, how much more? It would be nice not to have to reroll when dice land on checkers. But if this creates too many situations where there is disagreement about whether the dice are cocked, then it wouldn't be a good rule.
