Limits on checker shuffling?

What do you think of placing limits on checker shuffling? Something like the following.
Limits on checker shuffling
A player may try a prospective play, withdraw it, and change to a different play as many times as he wants if he abides by the following rules:
- A proposed moved checker should be placed at least 1/2 diameter away from any other checkers already on that point. If there are no checkers on the point, the moved checker should be placed at least 1/2 diameter away from the edge of the board.
- If a player wishes to withdraw any part of a proposed play, the entire play should be withdrawn back to the original position. The player should get confirmation from his opponent that the position has been correctly restored before proceeding.
- A player should tidy up any checkers still in the "proposed" position before pressing the clock to end his turn.
