Limits on checker shuffling?

Game design wise, if you decide that there is need to replace an existing rule with a more complicated one, then this rule sounds like a well formed one. Then again game design wise, complicating a rule in order to minimise luck (since the chance of a random innocent illegal play can only be considered a lucky incident for 1 player and an unlucky for the other) in very rare occasions in a game where luck is inherent does not really make sense.

If the idea is to stop cheating and not to lessen luck then this rule would make sense if the one side did not trust 100% the other side for whatever reason. I do trust my opponents and many of us do, so maybe this way of playing serves better as an option available to the players rather as an enforced rule (like the clock option that if a player wishes can enforce to the table).
