Jason Let me go one step further, and say that they are required to do these things.

In this specific case, that would be based upon what the kibitzer says he saw? Should the director also make sure that he reads the entire set of rules that are being used to every player? Just as the players trust the director, the director must also trust the players. I dont know if any TD has the staffing capacity to put monitors on every match.
