Tom is arguing what he thinks the rules SHOULD be: basically that the TD should not intervene when he sees rules broken or irregularities ...

No, what I'm saying is the responsibilities of the TD are spelled out in the rules, as are the responsibilities of the players and kibitzers. I don't think it is reasonable to expect the TD watch over every match and look for scoring errors. And I don't think he should do it on an impromptu basis.

As for what I'd like the rules to say, I am in favor expanding the role of kibitzers. It would be good if kibitzers could inform players about such things as: playing to the wrong match length or leaving a clock running between games.
