Instead of pulling back and putting the puck near their own goal what about killing time by just skating and passing but not attacking the goal?

I meant essentially what I think you're asking. I wanted them to pull back and pass safely to kill time not just muck the puck down the other end of the ice. If they're in the offensive zone they can't keep the puck away from the defensive who will be actively going after it all that well. Too many in a smaller area.

Is it usual for the defense not to press in that situation?

The defense would press heavily of course being down a goal and only ~2 minutes left in the game.

Are there any relevant rules I may not know as someone who does not watch it much?

Nothing comes to mind.
