Hockey is chaos. No one is in control in the same sense as a guard might dribble away time in basketball. There is risk in bringing the puck back towards your own net. I think a full withdrawal would have been foolish. One can debate the details. What they did didn't work. Sometimes you will see the strategy of a full withdrawal while killing a penalty. That is different in that the puck can be iced when challenged.
