>A few rules questions first: i) If a player is closed out must he still roll? ii) can a player still resign a non contact position?

i) No rolling if closed out.

ii) You can offer a resignation but it need not be accepted. This greatly reduces the number of resignations offered in situations where the player knows it won't be accepted.

You have a nice example of a change in play. Another example is to build a prime in front of a trapped straggler and then recirculate checkers just to prolong the pain and turn the cube even if there is zero chance of getting another checker in the air.
