USBGF rate increase

several years ago in the metro richmond area, they built a new toll road which connected chesterfield county to henrico county by going straight across the james river. it made it much more convenient and quicker to get to the airport, and routes east (ex. williamsburg, virginia beach) but hardly anyone used it because of the price of the toll. fast forward a couple of years, in order to make up for the revenue shortfall, the genius who ran the rmta decided to increase the toll. do you think the traffic increased?
