How to play with one primed straggler?

Seems to me that white should be playing to pick up another checker, so thwarting that with 3/1(2) is one option. OTOH, maybe blue should play to make an anchor in hopes of getting a shot and play 23/22* 3/1 2/1 instead. Or there's hit and clear - 23/22* 3/1 3/2. And finally hit and hold the thee point 23/22* 2/1(3)

I fail to see what either of these last two options accomplish, and I'm skeptical about playing for an anchor with only a two point board that will never get stronger.

So I'll just play to avoid a second checker and hope to enter and win the race with all of it's glorious 7% GWC.
