Tournament Resignation Rule

As far as I understand, in heads up money or match play, a player can offer to resign at any time, for either single, g, or bg. A player is allowed to under-resign (i.e. propose to resign for single stake when a gammon loss is possible), as this is the same as a settlement proposition.

For tournament match play, I cannot find a clear reading of the resignation policy. At a recent tournament, I had two men on the bar, and offered to my opponent to resign for a gammon (despite the fact that I had a tiny win% and he had a tiny bg%). The director said this was tantamount to offering a settlement, which is not permitted. Is a resignation only permissible in tournaments in no-contact positions? Even in a no-contact position, am I allowed to offer to resign for a single game when it is inevitable that I will be able to eventually save gammon?

Also, does it matter if the situation occurs in the 2nd round of a tournament or in the finals? I ask that because a resignation offer in the 2nd round has the potential to affect other players, which may not be fair. But in the finals, given that nobody else is affected, I thought it was perfectly legal to offer to resign the entire match from the very beginning (much less resign for gammon in a position with 1% bgs), split the prize money, and move on.
