If he doesn't have a second computer on his network to test that, then he could do this quick experiment. Assuming he is using Microsoft Security Essentials, it likely means he is using Windows Firewall. One can try this:

Goto Control Panel/System and Security/Windows Firewall/. On the left hand side there is a "Turn Windows firewall on or off" option. Click that. A screen should appear with a couple sections (Home or work (private)" and "Public Network". In BOTH sections select "Turn off Windows Firewall", then Click "OK". This should turn off the firewall. You can now try SHG (Enter Doubling Cube room) and/or try the links in my post again.

Do not keep the firewall off too long. Just do it long enough to try the experiment and then go back to the firewall settings as above and in both sections click "Turn ON Windows Firewall".

If turning off the firewall allowed things to work I might recommend you try this.

Goto Control Panel/System and Security/Windows Firewall. On the left click "Restore defaults" then click the "Restore defaults" button. If prompted to confirm, click "yes". Now try the experiment again. The default will reset things back to default firewall configuration which enables the firewall. Now try again.

If turning off the firewall results in failed connections there is the possibility it is the firewall on a router, but it shouldn't have just started blocking an outbound port for no reason and it sounds like you probably wouldn't have known how to do this anyway. The other possibility is that your ISP is blocking port 2004 for some reason in which case you might have to contact them and ask. I know some ISPs block ports in the 5000 range and port 25.
