Playing doubles does not seem to me to need extra time to be an advantage. Two players are a lot less likely than one to overlook a candidate play (that may be the best).

Yes, in order for the players to obtain the proper benefit of playing doubles, they need generous TC. But there is no reason not to give the single opponent the same TC, even if he might not remotely use them.
