To consult or not to consult is NOT the question...

For quite a while in Chicago we only allowed consulting if there was a redouble and take, and only the players who had the larger cube. The game went much faster without a lot of arguments, however, we had to stop because there were just some players who absolutely would go nuts if someone made a blunder and they were not allowed to say anything.

One problem with non-consulting is that I believe it really hurts the weaker players, and since they are already at a huge disadvantage in a chouette with stronger players, the more you hurt them the more likely you are to eventually drive them out of the game.

The best compromise is common sense and courtesy...simply don't allow players to get into excessively long discussions and debates that hold up the game by applying peer pressure and appealing to their sense of courtesy and fair play. If enough people complain when players take too long, it should keep it pretty much under control. And if you do have one or two players that consistently abuse it, then one of the stronger, more respected players in the chouette needs to have a private conversation with that person and let him know he is pissing everyone off and it's not appreciated.

If you still have an abuser after that, you probably don't want him in your chouette for many reasons, as anyone consistently inconsiderate is probably not a pleasant person to have around for several reasons.

Now, if you have a chou where are the players are relatively good or about the same general level of play, everyone should be satisfied playing no consulting and let the game progress. You can always take pictures (non-obtrusively) and discuss them after the game.

Trying to use chips or a clock are just too complicated and cumbersome and draconian to use and enforce and would do more to reduce the social aspects than just living with occasional delays.
