If we play 8/5 8/4 to avoid blotting now, then on the next turn we may need to leave more shots, or we may leave the same number of shots facing a stronger board. Also, if we play 8/5 8/4 we lose flexibility, and why that is bad you can see by considering a 61 next, or sequences where we blot later, get hit, enter, but can not move the spare. So 18/11 to retain some flexibility and build the board next.
