Forgetting to roll the dice

This is a common misconception about the rules (and perhaps another good reason for why rule 4.8, Illegal Moves, should be deleted). Rule 4.8 applies only to the play of the checkers. It does not apply to any other aspect of the game. In general, both players are responsible for seeing that proper procedure is followed; for example, that the board is set up properly, that the cube is centered before the start of each game, etc.
The rules of backgammon require a player to roll the dice as part of his turn. (The only exception is clock rule 3.4, which allows a player to not roll the dice when he is closed out.) If a player forgets to roll the dice, his opponent must remind him -- because both players are responsible for seeing that correct procedure is followed.
