That's easy. See Rule 1.2. When did the "commonly accepted rules of backgammon" ever included the idea that a person can lose an ABT tournament match on a dropped cube? I submit to you that at ABT tournaments no one plays that way; no one has ever played that way; and no ABT director has ever been so ignorant of common practice to ever have thought that any of his or her co-directors would ever have ruled that ABT rules permit it.

I have no huge objection to adding a sentence to the rules, but neither do I see any need for that.

And let's not confuse intentionally resigning a match with inadvertently dropping a match-losing cube. I don't think that's helpful. Dropping cubes and resigning matches are two different things.
