I never said Scott Kelland is one of those known sandbaggers and that he must be required to move up to the open level. All I said is that there should be a clear objective set of guidelines which determines division eligibility of any given player. It should not be left to individual players to decide whether they would like to hang around lower level divisions hassling other players for their money.
