This is because the equities you mention are cubeful. If they were cube less you would not see this happening.

After 9/7 8/7 white can roll 26. In this case blue will not be able to use the cube. After 9/6 blue can use the cube after each of white's rolls, even after 52 or 61 and if he chooses to do so then I guess white should pass because of the score. Of course, if the cubeful equity of a play is above 1.000 this means that sometimes blue will be too good next turn.
