Problem with rule 1.6 Communications

By doubles you mean consultation doubles, right?

I think you have to distinct clearly between "doubles" (two player team playing two boards) and "consultation doubles" (two player team playing one board). Same goes for teams of 3 players, etc.

In the consultation setup, I don't see any problem in partners speaking any language they like between themselves. The problem would arise if they were speaking to someone else (spectators, other players/teams, etc.).

In the "regular" doubles setup, however, it would be a problem for two players (partners) to speak a non-tournament language, if in the middle of a match, since you would have no chance to know, if they were breaking the rules helping each other. They would have to postpone their conversation until after the matches are over (or in mutual breaks).
