Neal Weiner: Howards policy is simple, The only required people are the people playing... All spectators, Cameras, Transcribers have to be agreed by both players.

I can't find Howard's current videotaping policy, but in the past, it has been his policy that either player may videotape the match, without permission of the opponent. It's certainly possible he's changed his policy since I've played in his tournament -- I have no idea. I know this was his policy, because I had an opponent in his tournament object to me video recording the match, and Howard ruled in my favor.
