Is XG very weak at 14 off?

As you see there is a significant difference on winning chance in two situations no matter what play you choose. Why is that? ... Since White can not change his checker play so much in two situations, I assumed Blue should have better winning chance in DMP than Money game. Because Blue doesn't need to be afraid of getting BG or G in DMP so that he could play more aggressively.

Your DMP rollout winning 1.24% is fine — it shows that XG doesn't play this game very well, since it should be winning far more than 1.24%. But in the money game rollout, the 6.41% is meaningless, since so many games end with double/pass, at which point XG evaluates. So the 6.41% is mostly just an estimate, not an indication that XG played any differently or better in the money game.
