Actually this is a fairly common type of position, probably heading straight to a race if you don't get hit. Just minimising shots isn't the way to go because you also need to consider:

Return shots that you get when not hit.

Rolls that force opponent to move sub-optimally in his board to avoid giving return shots, thus improving your racing chances

Do you want to diversify opponents good rolls, letting him hit with his poor racing numbers containing ones?
