I may add this:
DBgF is actively expanding our rating list, to include all foreigners that attend our tournaments.
In order to get the best possible ratings for these people, we're importing other federations entire match databases into ours, so we can recalculate ratings from scratch, for a much bigger population, and thus get more precise DBgF ratings when Swedish or Norwegian players join our tournaments or team leagues.
Also, DBgF, NBgF and others, are currently active in starting up a European meta-federation. One of the goals of such a federation is to produce a European-wide rating list. The details is being worked on, and thus not yet publicized.
The majority of DBgF rating is done automatically. Either through the internet registration of team league match results, or through the use of a backgammon tournament match administration system at the individual tournaments, that can export all results to the match database. It helps the directors run the tournament, it makes the results publicly available, and it automates the ratings processing afterwards. Welcome to the 21st century!! The way is paved for getting an ELO system that works - by rating all matches you can lay your hands on, which has sporting value to it's participants.
