If the government of Netherlands requested ISPs to block BGO, that would be funny since they wouldn't even block Pirate Bay.

What makes him think he is being blocked? Does he get a webpage that says so, or is he running into the problem where BGO occasionally takes a while to load and then may time out (where you can try again and it may work). The text of any error messages he is getting would help. Could also be a DNS problem, and flushing the DNS cache might help. On MS Windows you can open a command prompt and issue the command:

ipconfig /flushdns

DNS is probably not the problem but never hurts.
