I'm afraid implementing your ideas of reducing the luck factor in bg might do more harm than good. They would certainly make the weaker player an even bigger underdog against a better player than they are now. So much so that some of them might decide not to throw away good money on airfare, hotel, meals, and entry fees to go to a tournament where they had very little chance of winning. If this happens, the fields would get stronger which would hurt everyone's ROI which, in turn, would result in the weakest players in this reduced pool dropping out as well.

Also, matches between 2 wc players where they BOTH play under 3.0 are definitely the exception rather than the rule. In the 100 or so of my recorded 9-pt or longer matches vs. WC players, I can only recall 2 where we both had PR's this low. This Mochy-Petko match is one of those outliers and doesn't prove the need for big changes in our game.

Luck always evens out in the long run anyway, so why worry about reducing it's impact in the short run?
