The statement that Roberto points out and that you object to, Michael- and rightly so, for the exactly the reason you stated- isn't even in the Bower-Simborg-Horton rules as far as I can tell. See http://www.bkgm.com/articles/BowerHortonSimborg/RulesAndStandardsGuide/#sec-6.1 and try to find it. I can't.

I believe that at one point in time this rule was proposed for usage by an American ABT Director, and may even have been published somewhere, but that it did not come into wide acceptance, again, I think precisely because of the opportunity for "shot-taking" you pointed out.

Perhaps the Norther Virginia BG club director was inadvertently using this as a reference. Or maybe he prefers this rule for his own reasons.
