I am not sure what motivated this change, and based on emails at the time of which I was on copy, and my inferences from Jeb's post on this thread, this change was met with less than universal acceptance and application.

Any tournament that I direct, whether it be local or ABT, will use the November 2012 interpretation, until I am persuaded otherwise. (I will be considering adding a PayPal "Donate" button on my website in order to hear arguments).
