I was quoting what someone had previously documented here:

However, it could be whoever wrote it did mean that you Equivalent Snowie ER (computed in GNUBG) was 1.4 times higher than the Snowie 4 Error Rate, but it doesn't read that way especially since the Equivalent Snowie ER entry is mentioned after.

But it does seem suspect since you'd think there should be at least a difference of 2 times.
