You can win this one in either of two ways: by racing (and you will be ahead in the race after this play) or by getting into a hitting contest where you are a massive favorite. Sitting on the anchor does not factor into either of these two stratagems.

By playing 21/15 you threaten to run past your opponent and also provoke an exchange of hits. Either fits in with your game plan. 16/10 and 9/3 are anti-thematic.
