Mainly, this depends on the sample standard deviation. It also depends on any assumption you might want to make about the distribution of your PRs. We can make an assumption of normality; certainly it can't be exactly normal because there has to be a much longer right tail than a left tail (there's a lower bound on your PR, but no such upper bound).

If you want to collect a bit of data, we can do a calculation to construct the 95% confidence interval you want.
