I can't say I have a strong opinion on how ordinary ties are broken: Captain chooses, random draw, timestamp based decision, whatever.

A bigger problem is where the vote is split amongst several plays, a couple of which involve a similar idea. For instance, consider this hastily constructed and not very realistic example:





White is Player 2

score: 0
pip: 161
9 point match
pip: 164
score: 0

Blue is Player 1
XGID=-aa--AD-C--AdD-a-c-cb---B-:0:0:1:63:0:0:0:9:10
Blue to play 63

eXtreme Gammon Version: 2.10

Imagine for a moment that we're all donkeys and that 3 team members want to hit, while the other 8 think making the five point is the way to go. Unfortunately, the 8 votes are split among the 4 plausible ways to make the five point. Since no one can change their vote, the hitting play wins, even though the team wants to make the five point by a 2-1 majority.

I haven't been following the OLM very closely, so presumably you have found a way to deal with this, or maybe it just doesn't come up very often. I'll leave it as an exercise for the reader to construct an example of position where a similar split vote would actually occur with players at this level.
